Project Description:
The City/County Association of Governments of San Mateo County (C/CAG) is the designated Congestion Management Agency overseeing transportation funding across 21 cities and the county. EBA prepared C/CAG’s Federal Highway Administration (FHWA)-compliant Title VI Implementation and Limited English Proficiency (LEP) Plan. This plan will provide C/CAG a framework to safeguard civil rights, eliminate discriminatory barriers, and ensure continued eligibility for critical federal transport funding.
As part of the plan, EBA conducted a comprehensive evaluation of C/CAG’s existing compliance practices and created a streamlined system for ongoing civil rights reporting. The team translated complex federal requirements into practical, sustainable internal procedures, including formal non-discrimination policies, staff training protocols, and complaint-handling processes. Via demographic analysis using U.S. Census Bureau American Community Survey data, EBA identified regional language needs and supported equitable outreach to Spanish, Chinese, and Tagalog-speaking communities. Translated notices, complaint forms, and “I Speak” cards were also prepared to guide C/CAG through inclusive future public involvement with local communities. All work was managed in-house, with EBA facilitating coordination meetings and presenting the final plan to the C/CAG Board of Directors for final adoption.
