Project Description:
In November 2025, Evan Brooks Associates (EBA) supported the City of Arcadia in shaping a practical, FHWA-compliant Civil Rights Implementation and Language Access Plan. EBA focused on turning federal civil rights requirements into clear, day-to-day practices the City can sustain. EBA worked side by side with staff to define roles, set up complaint and investigation procedures, and embed Environmental Justice (EJ) considerations into how projects are reviewed and delivered.
Beyond policy, the project emphasized real-world application and community connection. EBA designed multilingual outreach materials and using Census data and CalEnviroScreen, the team built a data-informed foundation for outreach and decision-making. The plan also introduced staff training tools, tracking systems, and EJ review methods that help the City evaluate impacts on underserved communities and position itself more competitively for future funding.
