Mengci Yang blends her 4 years of professional experience in economics, modeling, research, and cost-benefit analysis to assist public agencies maintain and manage federal, state, and local grant funding compliance. Having obtained her Master of Public Policy with an emphasis in public financial management from the University of Southern California (USC), Mengci oversees the direction and coordination of authorizations to proceed, quarterly reporting, invoicing, audit preparation, closeout, and reporting requirements for awarded client grants. Her experience working with funding agencies coupled with supervising civil engineers on designs and specifications provides her a unique perspective when performing rough-order-of-magnitude estimates at the schematic design level for safety and sustainable facilities because she understands that cost estimation at the grant stage of a project is subject to a number of variables. Consequently, she carefully considers each alternative when preparing and applying benefit-cost analysis (BCA) during the grant phase to ensure the treatment with the highest potential for safety is being considered. Finally, being fluent in Mandarin Chinese and English, Mengci passionately supports creating opportunities for local communities to voice their thoughts through an inclusive approach to outreach.
